Reconciliation evidence

Capture tenant ID, service/offering item, workload identifier, usage period, source report, unit of measure, displayed quantity, expected quantity and the billing source. Keep commercial Soteria rules clearly separate from generic vendor licensing behaviour.

Licensing and quota facts are version- and offering-dependent; revalidate them after every release or price/packaging change.
